Annur Aksal is three years old, the son of M Jafar and Sri Ati. Annur was denied entry to PAUD or the Early Childhood Education and Development as he did not have a birth certificate or a Child Identity Card (KIA).
“We only accept children who have a birth certificate and KIA as we need the data for the Education Master Data (Dapodik) of the Ministry of Education,” explained Yuli Suryani, a teacher from the PAUD Gesit Insani in Muer Village, West Nusa Tenggara.
As of 2017, less than 50% of children aged 0–18 years in Muer Village had birth certificates. According to Evi Sulfiati, member of Muer Village Civil Registration Working Group, people are reluctant to register to obtain legal identity documents as the distance between their village and the district capital is quite far. Additionally, villagers do not have a full understanding of the importance of legal identity documents.
Legal identity documents registration could only be done at the District Population and Civil Registration Office (Dinas Dukcapil). From Muer Village, villagers faced a two-hour return trip at a cost of Rp120,000. While obtaining the legal identity document is free of charge the cost of transportation and time was prohibitive for many.
“Under this condition, lots of children in Muer Village will not be able to attend PAUD or other education programs. Therefore, we have started to assist residents in obtaining birth certificate and KIA for their children,” explained Yuli.
In this regard, KOMPAK encouraged and assisted the Sumbawa Regency Government to issue the Sumbawa District Head of District Regulation No. 24/2018 on “Acceleration of Birth Certificate Ownership through Education, Health, Integrated Service System, and Villages/Urban Villages. Furthermore, KOMPAK together with Dinas Dukcapil facilitated training for Village Registration Officers (PPKD), and Village Civil Registration Working Group (Pokja Adminduk) on the requirements and mechanisms for managing population documents, as well as the importance of population documents for the community.
Pokja Adminduk then facilitates the birth certificate and KIA registration for all students of PAUD Gesit Insani, as well as ensuring that the students’ parents have a complete set of legal identity documents.
“PAUD is tasked with the collection of documents required to issue the legal identity documents. Pokja Adminduk ensures that the requirements are met before handing them over to Dinas Dukcapil through PPKD, which will later deliver the issued legal identity documents to PAUD,” explained Evi.
In addition to facilitating civil registration processes, Pokja Adminduk and PPKD provide information on the importance of having legal identity documents. Meanwhile, the village government provides the fund required for the process, as allocated in Muer Village Budget.
As a direct result of this effort, 90% of children aged 0–18 years in Muer Village have successfully obtained birth certificate and KIA by 2020. These children were able to gain access to education services. PAUD Gesit Insani alone has admitted 35 new students who have recently received birth certificates and KIA. These students we were registered by the school in Dapodik.
“We are grateful to be able to directly collaborate with the village government, Pokja Adminduk, and Dinas Dukcapil so that the students finally accessed legal identity documents,” said Yuli.
In light of this success, the Muer Village government made a special allocation of budget funds for civil registration data collection and update, which has been increased annually since 2018.
The Muer Village government budget allocation is aimed at registering remaining residents without legal identity documents. In addition, the village government wants to accelerate its target of legal identity document coverage, as they embrace accurate civil registration data as essential in planning and budgeting its programs.
“In addition to the budget allocation for Pokja Adminduk and PPKD, we allocate funds for the operational activities of Family Welfare Development (PKK), particularly for the dasawisma (a group of PKK cadres from 10 nearby houses) and posyandu (village health centre) programs that are related to civil registration data collection,” explained Asy Ariy, Head of Muer Village.
One way to do this is by recording residents without legal identity documents during posyandu activities. A PKK cadre will visit these residents at home to collect more data, which will then be submitted to Pokja Adminduk.
PKK cadres also educate residents on the importance of owning legal identity documents through the dasawisma program. As a program that is able to reach the smallest community unit (family), dasawisma has become one of the strategic media of the village government to raise people’s awareness of the importance of legal identity documents.
“Currently, some of our budget is reallocated for COVID-19 pandemic response activities, but there are still funds allocated for civil registration services. In the future, we hope to increase the budget and purchase vehicles required for operational activities,” said Asy.
