The initiative to strengthen the Village Government Technical Guidance (PTPD) in collaboration with the Director General of Village Government Development at the Ministry of Home Affairs is intended to strengthen the implementation of village development and supervision. PTPD is a sub-district apparatus whose task is to provide technical guidance and to assist the sub-district head operationally in fostering and supervising the administration of village governance. PTPD is part of the Village Apparatus Capacity Building (PKAD) strategy. The reason for the formation of this initiative is that the tiered capacity strengthening system for village governments is not yet optimal and the capacity of village governments is very diverse in carrying out the mandate of the Village Law. The selection of sub-district loci through the strengthening of the PTPD was carried out strategically because it was a meeting point between various efforts to support capacity building from the central, provincial, and district/city governments for village officials.
In addition, there are efforts to encourage the use of independent learning clinics as a service center for capacity building for village officials in need. The built clinic can also function as a place for coordination of cross-sectoral programs to be implemented in the village.
This replication guide is expected to be a reference material for the replication drive team or technical OPD in following up on decisions to replicate the model, including in preparing the replication implementation policy, preparing planning and budgeting, and strengthening the implementing team that will implement the model. This guide can also be used as a guide for the Central Government and civil society organizations in providing assistance in implementing activities that are in line with the central government's agenda in order to implement strategies for expanding basic services and developing economic opportunities in ministries/agencies.
